Help me name this xbox/playstation game!?

It's a really violent game that my Dad used to have for the play station 1 around 10 years ago, god knows how I remember.. it's like a fighting game, and you can fight in different area's. One of the character's is a man in a black cloak with a chain that he uses to whip people. Another is a man with another head coming out of where his would be. He wouldn't let me play on it, but when he wnt to work me and my brother would sneak into his room and play on it all day! It was a really gory/bloody game. It's like Mortal Kombat I think? I'm like 90% sure it isn't though. Help!?
